Brief video cuts of congressional freshman Tom Carper: two shots in his congressional office with staff, two brief interviews (poor audio), footage with first wife Diane, footage campaigning, and a still image of Carper in navy gear.

2. Portrait of America: Delaware. Atlanta, Ga.: Turner Broadcasting System, [1983?]. ca. 60 min.
First in a series of state profiles hosted by Hal Holbrook. Characterizes the industrial nature of New Castle County and contrasting rural traditions of Kent and Sussex counties. Special emphasis is placed on the intimacy of Delaware politics, with commentary from Gov. Pete du Pont. Includes images of Tom Carper on Return Day in Georgetown, riding in the carriage with defeated incumbent Thomas B. Evans, Jr. Box includes a Christmas gift card: "Helen, my best wishes to you and your family for a happy holiday! TC."

Produced by Paul Norton; directed by Bob Weinstein. Host Paul Norton interviews Congressman Tom Carper. Just prior to "Super Tuesday" in the national presidential primaries, topics include "the Gary Hart phenomenon" and other elections, such as the gubernatorial race in Delaware and Carper's incumbent race against Elise du Pont. Other topics include school prayer, abortion, the Equal Rights Amendment, environmental issues such as banning ocean dumping of sewage sludge, and the presence of U.S. marines in Lebanon (where Carper had recently visited).

Tom Carper, in flight gear, on duty with the Reserve hosting tours of a P-3 aircraft. Carper explains use of the planes to search for submarines and to provide strike support; many of the civilian visitors are Boy Scouts and their parents.

5. Capitol Ideas: Cable Talks with Congress. Produced by Cablevision of Maryland, Delaware, and D.C. by Comcast Cablevision on Maryland, October 1991. 5 min.
Bob Gunther interviews Representative Tom Carper, Chair of the Subcommittee on Economic Stabilization (Banking, Finance and Urban Affairs Committee). Nearly one year after the Gulf War, Carper discusses the need for a national energy policy, believes it should be a combination of developing alternative energy sources and conservation programs. Also discusses the savings and loan crisis and the need for banking reform.
