Although Nelson retired as Dean in 1990, he was

Series V. National Collegiate Athletic Association

Contents: Correspondence, bulletins, manuals, audiovisual
material, minutes, photographs, posters, pamphlets, publications,
subject file, reports, and speeches.
Arrangement: These files are arranged in subseries reflecting
six National Collegiate Athletic Association committees or
organizations related to the NCAA on which Nelson served or to
which he was a liaison. These subseries are the NCAA Football
Rules Committee, the Collegiate Commissioners Association, the
Division II Football Committee, the Joint Commission on
Competitive Safeguards and Medical Aspects of Sports, the NCAA
Television Committee, and the Yankee Conference.
The bulk of the series is related to the Football Rules
Committee, which is arranged in the following subunits:
bulletins, clinics, correspondence, films, minutes, posters and
pamphlets, publications, and subject file.
Description: David Nelson served on the National Collegiate
Athletic Association Football Rules Committee for 35 years and as
the Rules Committee's Secretary-Editor from 1962 until his death
in 1991. His term as Secretary-Editor was the longest tenure in
Rules Committee history. His service on the Rules Committee
qualified him as the foremost authority on collegiate football
rules.
The material in the subseries on the Football Rules
Committee reflects Nelson responsibilities as Secretary-Editor.
Minutes taken at committee meetings, rules books and technical
manuals edited by Nelson and published by the NCAA, press
releases regarding rule changes, and subcommittee information on
equipment, sports injuries, and safety are available in this
series. Also in the series are Nelson's reports and
correspondence as the Rules Committee liaison with the National
Association of Collegiate Commissioners, the American Football
Coaches Association, the National Collegiate Athletic
Association, and the National Football Foundation and Hall of
Fame. Additionally, the series consists of manuals and notes
used by Nelson to conduct sessions at football clinics in the
United States and overseas. During these clinics Nelson
explained the annual football rule changes and points of
emphasis.
The correspondence files of the Football Rules Committee
subseries are substantial and detail Nelson's interactions with
individual coaches and officials on particular rule implications
or offering his interpretation of the application of the rules to
particular game plays. The correspondence files are rich in
historical documentation of the changes in college football.
Furthermore, the files also mirror some of the key issues in
intercollegiate athletics, such as safety and injuries, violence
and sportsmanship, issues surrounding television rights, the
costs of intercollegiate athletics, relationships to professional
sports, academic standards for athletes, and recruiting policies.
The correspondence includes letters from familiar names
connected with football such as Fritz Crisler, Walter Byers,
Wayne Duke, R. R. Neyland, Ara Parseghian, Homer C. Rice, Grant
Teaff, Joe Paterno, John Waldorf, Art McNally, Chalmer W. (Bump)
Elliott, Paul W. (Bear) Bryant, Vince Dooley, and Bobby Bowden.
However, the bulk of the letters to Nelson are from NCAA
officials, coaches, and fans who write regarding college football
rules, or in the case of NCAA officials, conducting the business
of the Rules Committee.
Filed throughout the NCAA correspondence are letters to
Nelson from several Japanese football officials, with whom Nelson
established long-term professional relationships as well as
friendships. David Nelson's original letters to Hiroshi Kiire
and Haruo Higashimoto were returned to Mrs. Nelson in 1992-1993
and are now available in F176-177 of this series.
Additionally, the Football Rules Committee files include
posters, pamphlets, 16mm films and video cassettes produced by
the NCAA, many with the editorial assistance of David Nelson.
Finally, it should be noted that the Rules Committee files
include copies of a small amount of correspondence and copies of
minutes for the years 1948 to 1956, the year Nelson was elected
as the District II representative to the Rules Committee. These
files contain carbon copies of letters from E.E. Wieman, as
secretary of the committee, suggesting that the files were
originally his and transferred to Nelson when he became
secretary.
The material related to the Collegiate Commissioners
Association includes Nelson's reports to this group on behalf of
the NCAA Rules Committee, as well as correspondence, minutes,
clinic manuals, officials' rules exams, and films. The films,
which were jointly produced with the NCAA, frequently involved
Nelson's input, which in some cases included preparing the script
and/or narrating segments of the films.
Nelson served as a member of the Division II Football
Committee from 1973-1979. The correspondence, reports, minutes
and other information in this series represent Nelson's work on
this committee, which was responsible for arranging the play-off
and championship games for Division II football.
As a liaison for the Rules Committee, Nelson attended
meetings of the Joint Commission on Competitive Safeguards and
Medical Aspects of Sports, frequently reporting to the group on
rule changes which were intended to prevent injuries and promote
safety. The series contains reports, correspondence, articles,
brochures, and information regarding safeguards and injuries.
From 1977 until 1981, Nelson served as a member of the NCAA
Television Committee, which was responsible for the
administration of "1978-1981 NCAA Football Television Plan" (see
F272 for a copy) and the NCAA contract with ABC-TV. Agenda,
minutes of meetings, correspondence, reports, plans for
television coverage, maps of the ABC's networks, and newspaper
articles document Nelson's term on the committee.
As Commissioner of the Yankee Conference from 1989-1991,
David Nelson represented the Conference at national meetings,
promoted and advanced the Conference, and performed other duties
as assigned by the Yankee Conference Presidents and Directors of
Athletics. Documents recording Nelson's efforts as Commissioner
include correspondence, reports, agenda and minutes of meetings,
constitution and bylaws, budget information, bill, and other
information.
Between 1951 and 1991 David Nelson served on numerous other
NCAA Committees, for which little or no information is available
in these papers, particularly the Anti-Bribery Committee (1963-1964)
and the College Professional Committee (1965-1970). On
November 21, 1963, Nelson, on behalf of the NCAA Anti-Bribery
Committee, testified before a Congressional Committee which was
considering legislation targeting bribery problems in collegiate
sports (particularly basketball). The investigation and
legislation were a result of the scandal surrounding bribery in
college basketball in 1962. For further information about the

The following 16MM films or video cassettes were
produced for the NCAA, sent to Nelson in his role on
the Rules Committee, or featured Nelson in interviews:
"Ark[ansas] vs. SMU Football - November 20, 1982 -
copy." (homemade video) Tape sent to Nelson for
review, regarding a controversial pass
interference call in the fourth quarter of the
game, which caused Arkansas to lose the game and
the Southwest Conference title. However, there is
no appeal after a game is completed.
"Black Athlete: Fact or Fiction" [n.d.] (homemade
video) Narrated by Tom Brokaw, explores research
on black athletes, this NBC program is incomplete
(follows several programs on the tape).
